Preparations are now underway for the December 2017 Commencement Exercises for Morgan State University on Friday, December 15, 2017.  Graduation Exercises for graduate and undergraduate students will be held in one ceremony, beginning at 9:30 a.m.  We are providing this important information to help make your Commencement an enjoyable and memorable one.  Please review the material and share appropriate portions of it with family and expected guests.  We are looking forward to seeing you on December 15, 2017.   We wish you a happy day; you have earned it!



As announced previously, the deadline for applying for December 2017 Graduation is September 29, 2017.  Students should file for graduation online, as instructed by the email sent to them by the Registrar.

If students applied for graduation in a previous term. Students should contact the Office of Records and Registration via and request that their application to be moved forward to the anticipated term of completion.

Late Applications:  Students who do not apply for graduation by the deadline will not be certified for graduation on time, and their names will not appear in the Commencement Program Booklet.  Students who submit late applications for graduation (after the September 29, 2017 deadline) do so with the understanding and the agreement that they will not be certified for graduation in time for the Commencement Exercises on December 15, 2017, and that their names will not appear in the December 2017 Graduation Exercises program booklet.


The policy of Morgan State University is that only persons who have applied for graduation by the published deadline and have completed ALL academic and financial requirements for graduation will participate in the Commencement Exercises.  There are no exceptions to this rule!  In addition, participation in the Commencement Exercises, receipt of graduation invitations, the appearance of names in the printed program, or receipt of this information packet will not be considered evidence of graduation.


Generic graduation announcements will be available in the Morgan Bookstore beginning November 13, 2017 at a cost of $19.98 for a package of ten.  (NOTE: Packages will not be broken.) Personalized Announcements are available at 1-800-854-7464 or via the web site at

Cap and gown sets include the cap, gown, hood, and tassel.  The prices for the cap and gown sets are as follows: The Bachelor’s set is $109.98, the Master’s set is $89.98, and the Doctoral set is $750.00.  These prices do not include sales tax.  Doctoral fine quality regalia sets must be ordered eight (8) weeks in advance of Commencement, and are custom made for each graduate. Additionally, rental regalia will be made available in the University Bookstore for doctoral candidates who would rather rent, than purchase the regalia.

Distribution of caps & gowns will begin during the Fall 2017 GradFest, which is the Morgan Bookstore’s appreciation event for all graduates. GradFest will be held on Thursday, November 9 and Friday November 10, 2017 from 10:00 a.m. – 4:00 p.m.  A picture ID will be required for pick-up of caps & gowns.

The Morgan Bookstore will be open on Rehearsal Day, Thursday December 14, 2017, from 8:30 a.m. to 6:00 p.m. A class ring representative will also be available during Rehearsal from 10:00 a.m. to 2:00 p.m.  The Morgan Bookstore will be open on Commencement Day, Friday, December 15, 2017, from 8:00 a.m. until 6:00 p.m.  For questions about regalia or announcements, please telephone the store at 443-885-3075.

The Graduation Fee for all candidates is $75.00. Students’ TOTAL accounts, including any tuition, fees, and fines, MUST be settled in full on or before November 20, 2017. All payments must be made by cash, certified check, credit card, or money order—no personal checks. If any charges are reported to the Bursar’s Office, Montebello 124A, after November 20, 2017, students will be notified so that payment may be made immediately. Students should make certified checks or money orders for the amount due payable to Morgan State University. NO PERSONAL CHECKS WILL BE ACCEPTED. NDSL/Perkins Loan Exit Interview
All students who received NDSL/Perkins Loans must report to the Bursar’s Office (Montebello 124-A) for their exit interviews between November 20 – November 27, 2017, from 10:00 a.m. to 12:00 noon and 2:00 p.m. to 4:00 p.m. All other exit interviews may be scheduled with the NDSL Coordinator by appointment at 443-885-3010 or 3189, or by e-mail at

Federal Education Loan/Federal Direct Loan Programs (Subsidized/Unsubsidized STAFFORD)
All students who received Subsidized/Unsubsidized Stafford Loans must complete the required Loan Exit Interview online at prior to the last day of classes for the Fall 2017 semester.  Students should contact the Loan Department with any questions or concerns:  443-885-3637.


Final examinations for graduating seniors and graduate students will take place from November 27, 2017 – December 2, 2017.  Students who have not met all academic requirements by December 13, 2017 will not be certified in time for graduation.


Only students who have been officially certified for graduation by the Office of Records and Registration may participate in the Commencement Exercises.

Two steps toward participating in December 2017 Commencement:  Once all requirements for the degree have been met, there are two final steps toward participating in the December 2017 Commencement Exercises:

1. determining that you have been officially certified academically for graduation and

2. picking up your certification card/permit and other materials to participate in graduation.

Step 1: Official Notification of Certification

The Office of Records and Registration will certify students academically for graduation and grant them permission to participate in the Commencement Exercises.  The Office will notify students of their certification via email.  No certifications will take place on the day of Rehearsal or the day of Commencement.

Determining Requirements for Graduation Not Met:  If students are informed by the Office of Records and Registration that they have not been certified for graduation, they should report immediately to the appropriate college/school location to determine what requirements remain unfulfilled before December 14, 2017. Please contact your school or college for information.

Students who have not been certified when they first contact the appropriate school or college office should remain in contact with the Office of Records and Registration to determine whether their names have been added to the list of certified students.  However, they should not wait until after December 14, 2017, to do so.

Step 2: Picking up Certification, Guest Admit Tickets and Other Material at Rehearsal

Once students have determined that they have been certified to graduate and to participate in the Commencement Exercises, they are authorized to attend Graduation Rehearsal.

All graduating students must attend the Graduation Rehearsal on Thursday, December 14, 2017.

Rehearsal for graduate students (those receiving the doctorate and the master’s degree) will be at 9:00 a.m. on Thursday, December 14, 2017, in Hill Field House.

Rehearsal for undergraduate students (those receiving the bachelor’s degree) will be at 10:30 a.m. on Thursday, December 14, 2017 in Hill Field House.

At the end of Rehearsal, after posing for the Class Photo, students will report to the designated locations for their college/school to pick up their Certification Cards, Admit Tickets and Verification of Attendance Card.

Certification Cards:  Each student will be issued one (1) Certification Card. Only that student may use the Certification Card issued to participate in the Commencement Exercises on Friday, December 15, 2017. The Certification Card will bear the student’s name, discipline, Latin Honors (if earned) and a special code that prevents duplication of the card. Once the student receives the card, it should be secured in a safe place. A student cannot be admitted to participate in the Commencement Exercises without the Certification Card.

Verification of Participation in Commencement Cards:  Graduating Students will be issued Verification of Participation in Commencement Cards along with their certification and guest admit cards.  Students should fill out those cards prior to Commencement and bring them to Commencement on the day of graduation.  They will submit those cards at the end of Commencement to verify their attendance and participation in the Recessional.

After students have been cleared to participate, attended the rehearsal, and received their Commencement materials. they will be prepared to report, on time, for the Commencement Exercises on Friday morning, December 15, 2017.


All students who have been certified for graduation MUST attend and participate in the Graduation Rehearsal.  They should report for Rehearsal promptly at the following times and locations:

Graduate Degree (Doctorate and Master’s Degree) Recipients:  Candidates for the doctorate and the master’s degree will rehearse on Thursday, December 14, 2017, at 9:00 a.m. in Hill Field House.

Undergraduate Degree (Bachelor’s Degree) Recipients:  Candidates for the bachelor’s degree will rehearse on Thursday, December 14, 2017, at 10:30 a.m. in Hill Field House.

Students will be instructed by the Chief Marshal, Associate Marshals and Deans on protocol and procedures for being receiving the degree and about conduct during the Commencement Exercises.

Students must bring their caps, gowns and hoods to the rehearsal.


At the start of rehearsal for graduate students at 9:00 a.m. and undergraduate students at 10:30 a.m. in Hill Field House, graduates will pose for the official Class of December 2017 Photographs.  For this purpose, students must bring their caps, gowns and hoods and must be dressed in appropriate attire for the Class Photo after the rehearsal.


Guest Admit Tickets:  Guests will only be admitted to the Field House with an Admit Ticket. Graduating students will be given six (6) Admit Tickets for their guests.



All graduates must wear the cap, gown, and hood prescribed by the University and purchased at the Morgan Bookstore.  All graduates should wear dark clothing and jewelry that will not interfere with hooding, and men should wear dress shirts and ties.  ROTC cadets who are commissioned in December will wear Dress Blues. Graduation attire should not be removed at any point during the Exercises, except removal of caps during invocation, the singing of anthems and the Alma Mater, and benediction.


Graduates will assemble at 8:30 a.m. in the University Student Center.  They will, with the assistance of marshals, assemble by college/school:

• School of Graduate Studies
• College of Liberal Arts
• School of Architecture and Planning
• School of Business and Management
• School of Community Health and Policy
• School of Computer, Mathematical and Natural Sciences
• School of Education and Urban Studies
• School of Engineering
• School of Global Journalism and Communication
• School of Social Work

Students should look for the banner identifying their academic unit.


Once the students have assembled, the marshals will lead them down the procession route to Hill Field House.  Upon reaching their seats, they will remain standing, facing the stage, until the Chief University Marshal turns the Exercises over to the President and the President instructs them to be seated.


The President of Morgan State will award degrees en masse according to degree level and academic unit.  Afterwards, certified graduates will walk across the stage individually, as their names are called, to receive their diploma tubes – a gift container for graduates.  Graduates will present their Certification Card to the reader when they approach the top of the stage.  When the reader calls their names, they will proceed across the stage rapidly, without delay, in an orderly and dignified manner suitable for the occasion, to receive their diploma tube from the Dean, shake the President’s hand and be photographed, and exit the opposite side of the stage.  Upon returning to their seats, graduates must remain seated and depart together during the Recession from the Hill Field.


Graduates will be photographed individually as they walk across the stage and shake the hand of the President of Morgan State.  Graduates will be contacted by the professional photographer to make arrangements for purchases.


In order to be considered for honors, candidates must have earned a minimum of sixty (60) semester credits at Morgan; must have a cumulative grade point average of at least 3.4; and must not have been sanctioned by the student’s Dean or by the Provost for violating the University’s Policy on Academic Dishonesty. Candidates for graduation should note that the honors announced and/or published at commencement do not include the final semester grades; therefore, the level of honor December change once the final grade audit is completed by the Registrar.


All graduates must remain until the end of the Commencement Exercises and participate in the Recessional in order to have their diplomas automatically mailed to them. 

At the end of Graduation Rehearsal, on the day before the Commencement Exercises, graduates will be given Verification of Participation in Commencement Cards.  They should fill out those cards and bring them to the Commencement Exercises on graduation day.  During the Recessional at the end of the Commencement Exercises, as they leave the arena, they will hand their completed Verification of Participation in Commencement Cards to the ushers at the exit station, thereby authorizing the University to mail their diplomas automatically.

Graduates who do not remain until the end of the Commencement Exercises and submit their Verification of Participation in Commencement and Diploma Release Forms will contact the Office of Records and Registration at the beginning of the next semester to arrange to pick up their diplomas or have their diplomas mailed to them


Actual diplomas will be mailed directly to students three to four weeks following Commencement after final academic and financial clearance.  Students must ensure that the Office of Records and Registration has the address where they want their diplomas to be mailed.  Students must remain for the entire Commencement Exercises in order to submit forms that ensure the automatic mailing of their diplomas.


If students are unsuccessful in meeting graduation requirements for the Class of December 2017, they must contact the Office of Records and Registation to move their application forward to a future term.  Students should be reminded that THEY MUST MEET BOTH FINANCIAL AND ACADEMIC REQUIREMENTS.

Undergraduate students who complete requirements after December 2017 Commencement, in the winter of 2018 ARE INVITED TO participate in the May 2018 Commencement Exercise only.
